The United Nations Department for Peace Operations published a commissioned research paper on “digital technology and extreme speech” authored by Sahana Udupa as part of the DPO digital transformation strategy. Covering a vast range of cases around the world, the paper offers an analysis of extreme speech across platform regulation, user cultures and state controls, and recommends measures to tackle it at the global, national and local community levels.
